The “Words Matter” project, implemented by Democracy Reporting International (DRI) with its local partners, addresses five models for combating hate speech and misinformation on social media in Lebanon, Tunisia, Sudan and Jordan. “Maharat” team from Lebanon will present its efforts to monitor media manipulation campaigns during the parliamentary elections in Lebanon. Participants will also learn about the efforts of “Al-Hayat” Center in monitoring hate speech on Facebook during the municipal elections in Jordan. The Jordan Open-Source Association (JOSA) will present the “NUHA” project to monitor hate speech against women on Twitter. In addition, the SUDIA team will share their efforts in monitoring misleading content and hate speech campaigns affecting the peaceful transition in Sudan and democratic processes in Tunisia. There has been little to no accountability for the violence that LGBTQ people have been exposed to. For the last 6 years, ARTICLE 19 has been working on different angles of this research and will be presenting parts of their current and on-going research in 8 MENA countries in this session. Similarly, Human Rights Watch will be launching their report at Bread&Net and providing a look at their important findings. They have been following these crimes intimately throughout the years. Combined, these works continue to push for accountability from states and change from corporate actors to reduce the risks of living while queer. In this session, led by Afsaneh Rigot from ARTICLE 19 and Rasha Younes from Human Rights Watch will be in conversation with 3 country experts doing this important work. They will shed light on their work and research gathered through in-country focus groups, in-depth one-on-one interviews, and thousands of survey responses: We are joined by country experts: Sayeh from Iran: Sayeh is a queer journalist, rights defender, and advocate focusing on freedom of speech, queer rights, and methods of state repression Sanar Hassan from Iraq: Sanar Hasan is an Iraqi journalist based in Baghdad. She focuses on gender issues, women's rights and minorities in societies experiencing war and sectarian conflict. Mohammed Gamil from Sudan: Sudanese Social Media Specialist, digital security expert, Human Rights Defender, Content Creator & Influencer. He holds a religious freedom fellowship from Internews. Freedom on the Net is Freedom House’s annual survey and analysis of internet freedom around the world. We will then move to a participatory discussion of tactics and strategies that we can use across the region to campaign against this harmful practice. Nour will be joined (virtually) by Edin Omanovic. Edin is Advocacy Director at PI and had worked on a number of research projects to reveal the sources of funding for transfers of surveillance from the EU and the US to the rest of the world. 1. The team from Privacy International will present the work they’ve done over the past 5 years to tackle the unregulated export, financing and donation of intrusive surveillance technologies from the EU. We will present research we have undertaken with partners and investigative journalists, from South America to Lebanon, Tunisia, Egypt, Syria, Somalia and others. 2. Persons with disabilities suffer from cultural and social isolation due to the lack of a physical environment equipped to integrate them into society and the workplace. People who are deaf and hard of hearing live in a parallel society due to the scarcity of sign-language speakers. As for the visually impaired, they do not find educational resources and Braille books easily, while most of them are absent from digital spaces due to the lack of software and utilities that allow them online access and interaction. - In this session, we will review the tools and applications that decision-makers can provide to make their work and projects inclusive of persons with disabilities. - Review the experience of the “Akkazeh” project, its achievements during the previous period, and the prospects for cooperation with Arab platforms, initiatives and projects. By monitoring the spread of news related to the Palestinian cause, as well as researching topics related to information overload through various digital means and its impact on people's knowledge structure, it was evident that the abundance of information has an impact on news recipients and researchers. Fake news and dispersed knowledge along with being chaotically bombarded with information leads to a state of confusion and indecisiveness in positions, orientations, decision-making, behaviors and public speech. This calls for information rationing and the need to examine the credibility, stability and reliability of information. The present research aims at doing so and attempts to build a credible information system that processes and filters the huge amount of information that amplifies the context of digital news. Thus, the research question addresses how information overload affects media stability and knowledge, and aims to find solutions through artificial intelligence. The session will include four contrasting user personae profiles, all of which are relevant to Lebanon: a Bengali migrant worker, a Syrian refugee housewife, a member of the LGBTI community, along with a Syrian e-saleswoman waiting to join her husband in Europe. These constructs are derived from fieldwork we conducted among such constituencies, as part of our research. These profiles will be presented as slides, with a strong visual and biographic component. Additionally, the session will offer a few recommendations and action plans to improve the access to open data, that has become a valuable resource, or the oil of the digital age. Especially, in view that open public data has a direct and positive correlation with a higher level of transparency, democratization, participation, and lowering corruption. Unfortunately, Lebanon and most of the Arab world, with the exception of Tunisia and the UAE have abysmal rankings of adhering and implementing to the Open Data Principles and the Open Data Charter. In the main presentation, the Board will talk participants briefly through its work before explaining the criteria it uses to determine if it should take the case. So far, the Board has received more than one million case appeals, but selected less than 30 cases. It only chooses the most challenging and controversial posts that will have far-reaching consequences – for instance harmful types of content from one conflict zone that would impact posts in another. Participants will then be presented with real examples of content posted on Facebook and Instagram – spanning a wide range of global examples on issues like hate speech, disinformation and bullying. They will work among themselves to determine whether, as the Board, they would take on a particular case. This can be done in a breakout room on Zoom or with small in-person group or both. During 2021 and 2022, civil society organizations in West and Southeast Africa, Central Asia, South and Southeast Asia, and Southeastern Europe have conducted research about the policies and commitments to human rights assumed by mobile carriers and Internet Service Providers. These studies have showcased the transparency gaps and overall lack of information that prevail in this industry, as well as the disconnect between parent companies (often based in the Global North) and subsidiaries when it comes to the disclosure of key policies. We will focus on discussing the relationship between the operating companies (parent/headquarters) and its subsidiaries across the globe, and their opaque structures and practices, so as to identify the different threats that these companies pose to internet users. In this session, we will discuss misinformation and hate speech on social media and their impact on the region during transitional periods, in addition to monitoring hate speech directed at women publicly. The session begins with an introduction to the general situation in Sudan, especially the state of education, using numbers and statistics. It also discusses the digital divide in Sudan, specifically with regards to education and training. Then, we will recount the education challenges during the COVID-19 pandemic and how disease and fear affected the educational situation in the country. This is followed by a review on how work began to overcome obstacles, especially since the country suffered from security and political instability for two years before the pandemic, which caused a delay in the educational process. We will then overview in details the key quality and accessibility findings in the Arabic translations of the policies and explore how they could affect the average user’s understanding of the policies and the platform’s effectiveness in stopping the spread of hate speech, misinformation, and disinformation. We will also provide suggestions to improve the translations and explore more strategic ways and methods to make the policies more accessible to Arabic-speaking users, taking into consideration their linguistic, cultural, technical literacy and social backgrounds. As a long-time digital rights and gender-rights activist and campaigner, and a frequent victim of social media abuse, Nighat Dad will focus on her first-hand experience from Pakistan where she founded the Digital Rights Foundation. She will look at the sources and causes of online abuse, she will also look at global trends, drawing on her experience as a member of the Oversight Board for Meta, which helps Facebook and Instagram answer some of the most difficult questions around freedom of expression and human rights online and decides what key pieces of content Meta must take down, what to leave up, and why. It's the last remaining unblocked foreign social media. But there's massive issues with content takedowns and policies. The type of content we have seen removed include hashtags for human rights campaigns becoming shadow banned; comedians posting satire making fun of Iranian officials on Meta's Dangerous Individuals and Organisations list (DIO) like the Revolutionary Guards list or poking fun at COVID misinfo peddled by the clerical elite; activist organisations posting protest footage that include chants of "death to the dictator/death to Khamenei" removed for inciting violence; or Persian language news organisations simply discussing political organisations or issues inside of Iran that intersect with the DIO list. Instagram suffers from a deficit in trust, transparency, and policies that are either not contextualised to Iran or cannot be implemented properly at scale in the Persian language. Despite acknowledgements by the company, the case loads remain high, and many Iranians are abandoning the platform or digging deep into conspiracy theories. Revelations by the BBC that IRI officials have tried to bribe Persian language moderators for Meta at a centre in Essen alongside allegations that there is not enough oversight over the moderators to neutralise their biases has further fuelled distrust over the platform.  While a lot of the Iranian community and activists find these issues to be unique to their community or their political contexts, these issues are present amongst different communities and contexts across the region. Section 1 will be an introduction to the legal and political environment in (Jordan, Palestine, Lebanon, Iraq, Tunisia and Morocco), which will focus on giving analysis of the laws, policies and practices in addition to the regulations that govern and restrict freedom of expression and media freedoms in these countries. The notes will only state the person’s field of work, no other identifications. The introduction will be followed by an interactive survey with questions about cyber usage and demography. The results will be shared with everyone, then we will be moving to the roundtable questions, taking turns giving our reflections and anecdotes on the interlace of surveillance, non-heteronormativity, our intimacies and our discourse critique and imaginary, based on semi-informed format of open ended questions. Shutdowns during Exams in the Middle East and North Africa During the session, we will share an overview of internet disruptions and shutdowns that have been taking place over the past few years in the MENA region during exams. Culprits of this draconian measure include Sudan, Algeria, Jordan, Iraq, and Syria. Each of these countries has used different tactics to disrupt the internet during exams. This panel discussion would also focus on the reasons and rationale that governments in MENA present when cutting off access to the internet: to prevent cheating and to stop exam questions from being leaked. Is this really the case, or is it just a pretext by the governments to further assert their control over the online space? The sessions bring together experts from the region (civil society activists, technologists, and educational experts) who will explain this practice, argue whether these government attempts are effective or not in preventing cheating, and discuss the implications that this has on society and communities. This comes with the backdrop of mass arrests and forced disappearances of journalists, activists, and members of civil society. At the same time, digital rights activists from around the globe have scrambled to support Iranians to circumvent the blocks and keep channels of communication open in solidarity with their struggle. In this session, we will talk with Iranian feminist and digital rights activists about how protestors are using the internet to mobilize, network, and amplify voices of dissent in Iran. We will also discuss the use of shutdowns, throttling, censorship and other tactics, and ways digital rights activists are organizing to overcome these abuses of power. The main problem that minorities in Iraq suffer from is hate speech. Hate speech plays an essential part in the spread of violence against minorities due to false rumors and complex ethno-sectarian delusions. In this session, we will focus on accurately deconstructing hate speech in social media and the reasons and motives behind it, preceded by a historical overview of this discourse and its effects on society in general and minorities in particular. The researcher follows a rigorous scientific research methodology including monitoring, investigation, scientific surveying, and conducting interviews with minority rights defenders and sympathizers who are opposed to this discriminatory and violent discourse. Despite the lack of a timely and adequate understanding of how to adopt technology, Steve Wooglar, a pioneer of digital sociology and a sociologist at Cambridge University - UK, had addressed this issue at the beginning of the century with an unprecedented and pioneering idea by coining the term "Cyberbole," which refers to the exaggerated claims and misconceptions about modern technology and what it can accomplish. Thus, Wooglar brings us back to the cornerstone of sociology: the rejection of all spontaneous perceptions as a first step towards studying phenomena scientifically. This session will discuss practical examples from our Arab societies about societal statements and beliefs that can be classified as cyberbole, as well as some examples of technology bias. As the raw data produced by Censored Planet is hard to explore due to its size, format, and lack of details, we have developed a censorship data analysis pipeline and dashboard that lets users quickly analyze, extend, and explore censorship measurement data. The Censored Planet dashboard lets users explore longitudinal Censored Planet data, allowing for the quick and easy understanding of censors' behaviors and censorship events. Armin Huremagic (Researcher, UMich) and Sarah Laplante (Software Engineer, Google Jigsaw) will give a short talk showing some examples of using the dashboard to understand censorship in Arabic-speaking countries.
