The session aims to highlight the major and most crucial threats against HRDs and Civil society activists individually or as organizations while discussing the newest guides and technologies to support these groups to sustain their digital safety and privacy.
It is equally important to focus on the efforts dedicated by researchers, incubators, and govermental/military to raise awareness or to provide help and support for the CSGs.
Too often, technology is a tool for narrow interests, either to support those in power or only to make money. Many offices work hard to simplify processes for their customers and citizens, but much more can be done to empower people with computing and networking resources (besides entertainment and commerce). We will share examples (eg. using title fees to support tenure rights, and allowing homeowners to benefit from their data). We will also share future ideas (eg. publishing data on how fees are used, and showing transparency of data such as gender equity) and explore solutions for attendees' specific contexts.

The session will shed the light on the limitations and extensions of media manipulation and how communities and activists get ready to deal with them. Participants by the end of the session should have a good understanding of the limitations and the extensions that Media Manipulations can have on the work on human rights and should know more about some methods, and techniques to overcome challenges caused by these manipulations.

Participants will learn about the findings of a new research conducted by SMEX with Internet Society’s support on the impacts of internet shutdowns during exams on the open internet, the economy and society in the Arab region. They will also come together to contribute ideas and strategies to end the practice of internet shutdowns with the purpose of continuing these efforts to launch a collaborative campaign in 2023.

ستكتسب المُشاركات ويكتسب المشاركون فهماً أفضل للتهديدات والمخاطر الرقمية التي تهدد المنظمات غير الحكومية والمبادرات والمجموعات العاملة في دول الشرق الأوسط وشمال أفريقيا، كذلك فهم كيف لهذه المخاطر أن تؤثر على سير وسلامة العمل كذلك تأثيرها على سلامة فريق العمل والمستفيدات والمستفيدين.
كما سيتم التعرف على أدوات "تدقيق السلامة الرقمية Digital Security Audit" ودوره في تأمين بيئة عمل آمنة ومستدامة لناحية السلامة الرقمية وأمن المعلومات.
تعريف المشاركين بمدى الممارسات المتكررة من قبل أطراف الصراع الصراع في اليمن ضد قطاع الاتصالات والانترنت.
وتعمدها بشكل متكرر على استهداف الاتصالات بشكل متكرر ما أدى إلى توقف الاتصالات والانترنت على أماكن كثيرة في اليمن وصلت ذات مرة إلى قطع الإنترنت بالكامل عن اليمن لمدة أربعة أيام.
بالإضافة إلى حجب الاتصال والإنترنت عن بعض المناطق بغرض السيطرة عليها عسكريا وهذا أسلوب غير أخلاقي تقوم به أطراف النزاع.

This session will leave a lasting impact on participants who either train others (e.g. educators, librarians, trainers) or who are seeking to build upon their own skillset. In this session, participants will:

Discussion around strategies being deployed by EU-based journalists and NGOs to tackle surveillance exports from the EU. The technology being exported and/or financed may be (and in some cases, has been) used by authoritarian regimes and security forces to perpetuate serious harms and abuses against individuals and human rights defenders.

In this session, ARTICLE 19 and Human Rights Watch will present their research on digital repressions against queer communities in MENA. The audience will get insight into evidence-based analysis of the current issues facing the community from a cross-country lens with a focus on Iran, Iraq, and Sudan.
To provide an understanding of young people’s sexual and reproductive health, and rights (SRHR) from a digital perspective.
To encourage digital rights organisations, youth networks, and development practitioners to think more expansively about how technology can be used to;
a) Subvert repressive regimes that undermine young people’s health and rights
b) Build resistance and strengthen solidarity among communities
c) Design safe spaces where young people’s digital rights are respected and upheld
To shed light on the rampant censorship of SHRH-related content, particularly in the Arabic language .
Inform participants about online and offline rumor tracking methodologies and the negative effects that misinformation can have on individuals’ health-seeking behaviors. It will focus specifically on rumors linked to COVID-19 and other emerging health issues impacting vulnerable communities in Lebanon such as vulnerable Lebanese, refugees and migrant workers. By sharing experiences and concrete examples of COVID-19 rumor tracking in Lebanon – as well as the evolution of rumor trends since the beginning of the pandemic – we also hope to draw lessons learned to increase humanitarian, health and media actors’ preparedness in tackling misinformation during the next health crisis.

In this session, participants will gain a better understanding of the complexities of content moderation as well as learn about how the Oversight Board shapes Meta’s online content governance. The Board was set up in 2020 to answer the most difficult questions around freedom of expression, deciding what to take down, what to leave up, and why. By seeing potential cases from around the world, and the various competing elements in each, the audience will learn how and why cases are selected and how a case from one country impacts global moderation on issues like hate speech.

They are just as dependent on the internet as us, yet use it in ways we don't suspect.

The session will draw on new findings, data, and recommendations from Freedom House's newly released Freedom on the Net 2022 report. Participants will leave the discussion armed with concrete recommendations for civil society, governments, and tech companies to counter digital authoritarianism and ensure human rights online are protected in the region.
This session will introduce the Leafcutter platform to the digital security community, discussing use cases and showcasing how different data sources coming together arms the security community with more accurate intelligence for providing preventative support to civil societies.
At the end of the session, participants will have a richer understanding of how different data sources within the civil society community -helpdesk data, OONI data, MISP, etc- coming together more accurately equips helpdesks, security professionals, researchers, etc, to predict, understand and respond to threat within the community
It will introduce the audience to the importance of open public data concepts and developments in Lebanon and inform them on how the elections results and public information were published and handled from that perspective.
The session will also inform the audience about some possible recommendations that will improve the open public data access in Lebanon.
Show the participants the past and existing efforts to archive and capture the knowledge production and discussion within the Arab feminist movement especially with the different obstacles and difficulties Feminist Arabic knowledge production currently faces. The discussion will highlight the evolvement of the archiving tools used by the feminist movement and its different experiences. We will discuss where we are now, where we need to be and the digital products and resources we have and the ones we need for the future of feminist archiving.
Audience members will walk away understanding the forms of sexual and gender-based violence (SGBV) occurring online and affecting individuals in the MENA region, including where and how these incidents take place; how governments and tech companies have responded; and what tools and strategies exist to combat these incidents and phenomena online.
The session will bring online takedown transparency best practices to the Arabic and English speaking communities, and will evaluate how these best practices can be modified to meet the participant's research and activities needs.
Additionally, we also hope that local/national online platforms in the Arabic speaking region that are committed to transparency and informing their user communities will want to deepen this commitment by sharing the takedown request they receive with the Lumen Database.
Attendees will learn how to use a new and free online application, which they can implement in their human rights work. Attendees will observe how to use the tool in the workshop, will help them to strategically plan for their advocacy campaign by creating a problem statement, building a vision statement, and mapping of relationships surrounding human rights issues. The intent of the workshop is to provide attendees with tools to assist them in the future planning and organizing of strategic human rights actions.
The session will introduce participants to Bayanat, an open-source data management software created by Syrians for use in human rights scenarios. It seeks to empower users with free software that can be self-managed and is designed to work in Arabic - not merely translated into the language. At the end of the session, tech-savy participants will be capable of installing an instance of Bayanat for their own testing/use. Others will have the opportunity to further engage with SJAC should they require assistance.
This session will question the impact of fact-checking efforts as a mechanism to fight online mis/disinformation in MENA. An honest reflection about civil society and media’s efforts to equip citizens and journalists with the right knowledge to counter misinformation and fake news.
Participants will learn about the best practices of fact-checking and how we can sustain it, since it became trendy in the last years and most of these platforms face problems of sustainability or credibility.
Participants will also understand the limits/gaps of the fact-checking mechanism and how we can improve it.
The Oversight Board was created to help Meta answer some of the most difficult questions around freedom of expression: what to take down, what to leave up, and why. In October 2020, this group of independent experts started accepting cases. They analyze moderation decisions by looking to international human rights laws and principles. Two years on, they have issued decisions on the most challenging issues facing Facebook and Instagram - from the conflicts in Ethiopia and Israel/Palestine to COVID-19 misinformation and the suspension of President Trump. This panel will explore what has worked and ways to improve.
This session will present the research done by Beam Reports - a Sudanese media platform specialized in verification of news and investigative journalism - to analyze the trends of misinformation and disinformation within the most popular social media sites for Sudanese people, along with some of the actors associated with these activities. The research also aims to display some of the techniques used by the most influential actors with the intention of spreading false information or manipulation of public opinion.
Find overlaps between themes and topics that are a common problem across the region such as problems with Meta's Dangerous Individuals and Organisations or problems of Arabic/Persian/non-European language harassment on Twitter. These similarities will help learn best practices and strategies to deal with the companies and the issues.
Participants will be more informed about current transparency gaps across the telecom industry, particularly with respect to network shutdowns and net neutrality. They will also learn how civil society organizations have adapted Ranking Digital Rights' open methodology to evaluate telcos' human rights commitments, policies and practices. Participants will also be encouraged to share their own experiences and knowledge, in order to identify potential action points and cross-collaboration connecting CSOs in different countries that are facing similar challenges.
This session is for people who want to learn about what data processing and technologies are being deployed in the sector of digital health and in particular maternal, newborn and child healthcare, and ongoing research is being undertaken in this domain in the Middle East with a focus on Palestine and Jordan. The session will aim to inspire participants to identify opportunities for advocacy to ensure a rights-based approach to digital initiatives which considers the fulfilment of the right to health as well as other fundamental rights.

Localization Lab has conducted research with quantitative and qualitative measures to assess the quality of the Arabic translation of Facebook and Youtube’s policies and its accessibility to the platforms’ users in Arabic-speaking countries. Participants can expect to learn the importance of the translation of these policies to combat hate speech, misinformation, and disinformation online and the potential negative impacts of poorly translated policies on users of these platforms.
In recent years, the position of content creators is becoming gradually important, as a role model, in the digital space, as they have turned into one of the cornerstones of online platforms and an important tool to ensure their economic sustainability thanks to their role in enhancing the ability to attract users and influence them.

The platform consolidates trusted Internet measurement data from various sources into a single platform. We use the data to examine Internet trends and tell data-driven stories so that policymakers, researchers, journalists, network operators, civil society groups and others can better understand the health, availability and evolution of the Internet.

To bring specialized heritage reporting to the center of conversation and prompt a dialogue bring around how digital tools can be used to promote heritage protection and the role of journalism within that context. We would like participants attending to engage with us or other media outlets working on heritage stories consistently in a discussion on how to develop digital tools to support heritage reporting and outreach of that work.
Educate the audience about cutting edge tools to build archives that are of benefit to researchers and journalists as well as online exhibitions that should attract the youth and the public at large through using vetted private and public data collections. Engage in discussions around how to fight disinformation and misinformation through building such an archive that can then be equipped with audience-generated material.
In 2022 Advox, the digital rights project of Global Voices, gathered researchers from 17 different countries around the world to explore the political and social context that fuels the the emergence of digital authoritarianism. This panel will present the multi-country research and expand our collective understanding of the rise of digital authoritarianism. Researchers will present a summary of the global situation as well as specific country contexts in Sudan, Egypt and Morocco. The panel will summarise the transnational nature of digital authoritarianism and therefore a more expansive plan of action to respond to its rise.
Participants will be empowered to understand, protect against, and respond to the evolving threat of online harassment that stifles freedom of expression, threatens livelihoods, and undermines equity. They will receive tips on navigating online abuse by learning about PEN America’s Online Harassment Field Manual, which has been adapted into Arabic for the Middle East and North Africa in partnership with the National Democratic Institute. Attendees will explore the unique challenges of online harassment in MENA, discuss best practices for individuals and organizations and will learn how to mobilize online communities to defend against online harassment.
We chose to tackle the cyberbullying problem on female human rights activists from different aspects, making the public aware about the harms of cyberbullying, providing tools for legal support . This approach will provide a holistic intervention and impact. This session aims to contribute to enhance the activism environment for females' human rights defenders.
This session will inspire the participants to duplicate these initiatives and work with us to expand the impact of including the invisible communities:
Acknowledge the need to include people with disabilities to access digital literacy.
Simplify and ensure the understanding of personal data and privacy through localization.
The participants will question whether there is enough work to include those invisible communities. They will also be able to exchange with the speakers on ways to assess their work and potentially become sensitive to the inclusion of people with disabilities in their approach to digital rights.
The audience will hear first-hand about the extremely toxic online environment for women in Pakistan and Asia from Nighat Dad, one of the region's best-regarded experts on digital and gender rights. Nighat will show that women all over the world are facing similar challenges, while drawing on her personal experience of fighting abuse in Pakistan. As a member of the Oversight Board for Meta she will also share information on what social media companies are doing to stop this issue and discuss what more must be done.
In some countries of the Middle East and North Africa region (MENA), governments shut down the internet during exams to foil students’ attempts at cheating or leaking exam questions. These practices range from shutting down mobile internet for hours to partial and geographical blocking of messaging apps, as well as long-term internet outages. But how effective are these practices at preventing cheating? And what impact does it have on communities and these countries?
We are interested in sharing and learning with the hope that Save can be a useful tool for those interested in creating a more secure media preservation ecosystem. We aim to get them to think more about their physical and digital safety when capturing and preserving mobile media as well as the importance of creating robust, secure, verifying digital archives to help preserve truth to power and bring more accountability and justice.
A psychosocial circle is a group session led by a mental health professional from Team CommUNITY. It is an opportunity for Arabic-speaking region Digital rights defenders to come together share and process experiences related to their mental and community health. Through the group, defenders will be able to relate to one another as well as learn coping mechanisms that can support them.
The session will run for 90 minutes and will include: breathe-work, movement, reflection and discussion. The session can hold up to 12 individuals.
The session will allow participants to think about engaging their communities in an innovative way when discussing technology, privacy, security, and misinformation. The participants will have an opportunity to consider building on the experience of the project's last 6 years to reach the general public. They will have a chance to dissect this exhibition and point out how it could be more relevant to audiences across the Arab world. This will empower the audience to either emulate the approach or even go as far as to setup similar events in their respective locations.

ستتطرق هذه الجلسة إلى أمثلة عملية من مجتمعاتنا العربية حول تصريحات واعتقادات مجتمعية بمكننا تصنيفها تحت مظلة المبالغة الحوسبية، بالإضافة إلى سرد أمثلة لبعض تحيزات التكنولوجيا وتسليط الضوء على أهمية وجود عمل مشترك بين السوسيولوجيين وصناع التقنية إذا ما أردنا تصحيح مسار التحيزات الخوارزمية ضد العديد من الفئات الاجتماعية وتدارك التمييز المبني على النوع الاجتماعي إبان رحلة "التحول الرقمي" في البلاد العربية.
Tech companies are increasingly being asked to act against terrorist and violent extremist use of the internet, including via legal requirements to remove illegal or harmful content. Whilst it is necessary for the global tech sector to act against terrorist abuse, we cannot ignore that online counterterrorism efforts can have a significant impact on digital rights. In our Lightning Talk, we will shed light on how online counterterrorism efforts can be conducted in all transparency and accountability, and on how tech companies and the society at large can promote a human-right by design approach to online counterterrorism.
Participants will feel the importance of the online humanitarian library, as they will realize the difficulty of not having a single place to collect and organize files on humanitarian issues, reports, photos, and videos.
They will notice their need for a platform that strengthens the community interested in humanitarian affairs.
The participants will be guided to the importance of this library in sharing knowledge by developing a repository that collects, organizes, and displays a wide range of constantly updated humanitarian knowledge products, and humanitarian workers will find a reliable place to publish knowledge products to their target audience.
The session aims at better enabling CSOs in the MENA region to advocate for rights-based AI policies by providing them with short guidebooks to understand basics of AI, its potential threats, and human rights approaches to it. These guides are designed to engage non-technical in the conversation of AI ethics, and in a later stage, AI regulation.
Participants will have a stronger understanding of how harmful speech on social media manifests and how it fuels conflict regardless of context.
Participants will gain insight into the limitations of AI content moderation and current practices
Panellists will discuss solutions (policy, advocacy, capacity building, awareness raising) and how these could contribute to improving conflict situations.
Session participants will learn

Participants will feel the importance of using simulation to save beneficiaries' lives and reduce the time for the humanitarian processes.
They will notice how the simulation will reduce the cost and increase the quality of the humanitarian processes; and how it minimizes the quantity of the resources by enabling managers to predict the optimal allocation of resources.
They will realize how simulation is a good way to mitigate risks, as the on-site monitoring is not always safe, as happens in conflict, instability, natural disasters, or epidemics. Spending time before the problem will help spread awareness to mitigate its consequences.
The paper is based on a scientific analysis that allows participants to understand the current state of fiqh that is directed to women on Arab digital platforms, such as Twitter. The researchers will use two important hashtags as a case study to give a better understanding of the topic, the first hashtag will be #حق-نيرة and the second one will be #إيمان-ارشيد
The session will present the Arabic version of the National Democratic Institute’s Cybersecurity Handbook for Civil Society Organizations, a one-stop guide that teaches critical technical concepts while simultaneously helping users construct a comprehensive organizational security plan. In creating the Handbook, NDI consulted with peers and colleagues in this space to identify key resources for each topic area and existing gaps not covered in other guides. The final product compiles and adapts existing resources and combines them with fresh new content to provide organizations with the building blocks to develop their own basic digital security plans.
Participants will learn about methodologies and resources useful to explore the digital security threats concerning their work.
We will facilitate a participatory session designed to collectively and collaboratively discuss with practitioners ways to protect themselves, their collaborators and communities.
The session will be held off the record, and under the Chatham House Rule. Participants will be invited to share information about their work only to the extent they feel comfortable with.
The session will give a general view on freedom of expression in lebanon during 2022. The session take the form of an open dicussion with Freefom of expression coalition in lebanon in which we discussion will cover 2 main axes, the first aims to identify the challenges of freedom of expression in lebanon, while the second reflect on the chances and the tools to overcome the challenges.

Participants will better understand how the digital space is used to shape and propagate gender-dominant narratives, and how feminist activists and organizations in Morocco, Tunisia, Egypt, and Syria are investing in that space to create a counter-narrative to mobilize for equality, inclusivity, and non-discrimination. The session is also intended to enable participants and panelists to learn about opportunities the digital space offers to gain power, resist sexism and patriarchy and mobilize for social change.

The session will raise awareness of the various ways modern slavery is manifesting online, and the limited action taken by social media platforms to address this risk. Participants should leave the session with a clear understanding of how platforms are failing to protect users and the practical solutions that may reduce risks on social media. تساعد هذه الجلسة في إعادة التفكير في سبل تأثير الفضاء الرقمي على الواقع السياسي من خلال طرح أسئلة وزوايا تفكير تهدف إلى تحريك التصوّرات الشائعة حول النشاط السياسي الرقمي. ففي الوقت الذي شاع فيه استخدام التكنولوجيا والفضاء الرقمي في التنظيم والعمل السياسي والمناصرة والاحتجاج، وعلى الرغم من أهمّية الفضاء الرقمي لهذا النوع من الأنشطة ودوره في خدمة قضايا المظلومين والمهمشين، إلّا أنّ لذلك سلبيات ونقاط ضعف ومحاذير كثيرة بحاجة لإبرازها.
We will give attendees access to use Censored Planet's censorship exploration dashboard. We will teach attendees how to use the dashboard through an interactive workshop without assuming any previous level of censorship knowledge, while also introducing some basic concepts of network censorship. Attendees will learn how to use the dashboard independently to answer their questions about censorship.
For the audience to walk away with: 1) an understanding of the types of violations that occur online by state and non-state actors; 2) understanding prospects for digital rights litigation in MENA (domestically and internationally); 3) an exchange on how non-MENA digital rights litigation can contribute to the accountability culture for digital rights violations in MENA.
تقديم نموذج لتأثير الأوضاع السياسية ونظام الحكم على حرية الوصول والتعبير على الإنترنت من خلال استعراض الوضع في السودان في الفترة من يناير ٢٠١٩ الي يونيو ٢٠٢٢. من خلال النقاش سيتعرف المشاركين على مدى تمتع السودانين داخل السودان بحق الوصول والتعبير على الإنترنت خلال الفترة الأخيرة من حكم نظام البشير والفترة التي تلت فض إعتصام القيادة العامة وأثناء الحكم الإنتقالي وبعد إجراءات قائد الجيش في ٢٥ أكتوبر حتى يونيو ٢٠٢٢ وتأثير ذلك. مستصحبين في ذلك تجربة سوديا في رصد فضاء المجتمع المدني بما فيها حرية الوصول وحرية التعبير على الإنترنت
ستتمكن المشاركات ويتمكن المشاركون من معرفة أهم المخاطر والتحديات الرقمية التي تهدد وتواجه المنظمات والمبادرات العاملة مع ضحايا العنف القائم على النوع الاجتماعي، كذلك التعرف على الآليات والأدوات التي تساهم في تأمين بيئة عمل آمنة لناحية السلامة الرقمية وأمن المعلومات، مثل، كيفية التواصل الآمن مع الضحايا والشهود وأخذ الشهادات، الطرق الآمنة لأرشفة الملفات والبيانات، إضافة إلى حفظ وتبادل الملفات والبيانات بشكل آمن عبر الإنترنت.
كما ستحصل المشاركات ويحصل المشاركون على عدد من المراجع التقنية والأدلة التدريبية التي تساعد في تأمين بيئة عمل تقنية آمنة.
تهدف هذه الجلسة إلى تقديم مختلف المراحل التي مر بها مشروع قانون بطاقة التعريف البيومترية في تونس والمخاطر التي يمكن أن يمثلها على الحقوق والحريات، منذ أول نسخة تمت مناقشتها في البرلمان سنة 2016 مرورا بنسخة 2020 ووصولا إلى "المشروع" الذي أعلنت عنه وزارة الداخلية في جانفي/كانون الثاني/يناير 2022.
