It will introduce the audience to the importance of open public data concepts and developments in Lebanon and inform them on how the elections results and public information were published and handled from that perspective.
The session will also inform the audience about some possible recommendations that will improve the open public data access in Lebanon.
I will be presenting an overview of the state of open data in Lebanon, speaking of its importance, while focusing on how the Lebanese state dealt with open data requirements in making public all information surrounding the elections, from publishing results, to poll information, and other necessary data for the public to properly vote.
Additionally, the session will offer a few recommendations and action plans to improve the access to open data, that has become a valuable resource, or the oil of the digital age. Especially, in view that open public data has a direct and positive correlation with a higher level of transparency, democratization, participation, and lowering corruption. Unfortunately, Lebanon and most of the Arab world, with the exception of Tunisia and the UAE have abysmal rankings of adhering and implementing to the Open Data Principles and the Open Data Charter.
"سوف أقدّم لمحة عامة عن وضع البيانات المفتوحة في لبنان، وأتحدّث عن أهميتها، مع التركيز على كيفية تعامل الدولة اللبنانية مع متطلبات البيانات المفتوحة لجهة إتاحة كل المعلومات المرتبطة بالانتخابات لعامة الناس، بدءًا من نشر النتائج، مرورًا بالمعلومات المرتبطة بعملية الاقتراع، ووصولًا إلى البيانات الأخرى التي يحتاج إليها الناس للاقتراع بالشكل الصحيح.
بالإضافة إلى ذلك، سوف تقدّم الجلسة بعض التوصيات وخطط العمل لتحسين الوصول إلى البيانات المفتوحة، التي باتت موردًا قيّمًا، إلى حدّ أنها باتت توصف بأنها ""نفط الحقبة الرقمية""، خصوصًا أنها تلعب دورًا مباشرًا وإيجابيًا في تحقيق مستوى أعلى من الشفافية والديمقراطية والمشاركة والحدّ من الفساد. لسوء الحظ، يسجّل لبنان ومعظم الدول العربية، باستثناء تونس والإمارات العربية المتحدة، مستويات متدنية جدًا لناحية الالتزام بمبادئ البيانات المفتوحة وميثاق البيانات المفتوحة وتنفيذهما.
