The session will discuss the civic space in Iraq specially, in the last few years. There will be also an
explanation on the efforts of the Office of Huma Rights Office of the United Nations Assistance Mission
for Iraq (UNAMI) in promoting the civic space and freedom of expression, freedom of peaceful assembly
and association and freedom of journalism in addition to reporting online hate speech and incitement to
violence. The session will brief the attendees about the efforts of the UNAMI HRO in documenting and
reporting human rights violations and in particular the freedom of expression issues with a focus on the
period after the October anti-government mass demonstrations on 2019.
There will be a discussion on the efforts of the UNAMI HRO in raising the technological and security
awareness of activists, HRDs and bloggers who were subjected to flagrant violations of human rights
when they were deprived of their basic rights in freely and safely expressing their ideas and thoughts
online. A brief discussion of the adoption and implementation of the UN mission of the Digital Security
& Digital Rights project. the project, in its two phases, aimed at enhancing the cyber security of grassroot
activists, CSOs and bloggers to help them face and stop online threats and equip themselves with the
required technological tools which will enable them to work freely and safely online.
The session will give an overview of the following:
the pending legislations and draft bills in the Council of Representatives which affect the
enjoyments of the freedom of expression in Iraq such the Freedom of Expression, Access to
Information and and Cyber Security draft bills.
the session will also brief the attendees about the roles and responsibilities of the government, the
Iraqi high Commission for Human Rights, Civil Society Organizations and other entities in this
regard.
ستناقش الجلسة الفضاء المدني في العراق و بشكل خاص في السنوات القليلة الماضية. سيكون هناك أيضًا شرح للجهود التي يبذلها مكتب
حقوق الانسان التابع لبعثة الأمم المتحدة لمساعدة العراق (يونامي) في تعزيز الفضاء المدني وحرية التعبير وحرية التجمع السلمي وتكوين
الجمعيات وحرية الصحافة بالإضافة إلى الإبلاغ عن خطاب الكراهية والتحريض على العنف عبر الإنترنت. ستطلع الجلسة الحضور على
جهود مكتب حقوق الإنسان التابع لبعثة الأمم المتحدة لمساعدة العراق (يونامي) في توثيق انتهاكات حقوق الإنسان والإبلاغ عنها، ولا سيما
قضايا حرية التعبير مع التركيز على الفترة التي تلت المظاهرات الجماهيرية المناهضة للحكومة في أكتوبر / تشرين الأول 2019.
سيكون هناك نقاش حول جهود مكتب حقوق الإنسان التابع لبعثة الأمم المتحدة لمساعدة العراق (يونامي) في رفع الوعي التكنولوجي
والأمني للناشطين والمدافعين عن حقوق الإنسان والمدونين الذين تعرضوا لانتهاكات صارخة لحقوق الإنسان عندما حُرموا من حقوقهم
الأساسية في التعبير بحرية وأمان عن أفكارهم عبرالإنترنت. تليها مناقشة موجزة حول اعتماد وتنفيذ مشروع الأمن الرقمي والحقوق
الرقمية. يهدف المشروع ، في مرحلتيه ، إلى تعزيز الأمن السيبراني للناشطين الشباب، ومنظمات المجتمع المدني والمدونين لمساعدتهم
على مواجهة و وقف التهديدات عبر الإنترنت وتسليح أنفسهم بالأدوات التكنولوجية المطلوبة التي ستمكنهم من العمل بحرية وأمان عبر
الإنترنت.
ستقدم الجلسة نظرة عامة على ما يلي:
• التشريعات ومشاريع القوانين المعلقة في مجلس النواب والتي تؤثر على التمتع بحرية التعبير في العراق مثل مشاريع قوانين حرية
التعبير والوصول إلى المعلومات والأمن السيبراني.
• كما ستطلع الجلسة الحاضرين على أدوار ومسؤوليات الحكومة والمفوضية العراقية العليا لحقوق الإنسان ومنظمات المجتمع المدني
والجهات الأخرى في هذا الصدد.
Haider Kareem: I am a human rights officer in the Human Rights Office of the United Nations Assistance
Mission for Iraq (UNAMI). I have been working with UNAMI for more than 16 years.
I worked on several human rights issues such as the protection of civilians in armed conflicts, minority
rights, freedom of expressions, freedom of peaceful assembly freedom of journalism in Iraq. worked on
documenting and reporting the violations against journalists, bloggers, activists and HRDs specially in
and after the October 2019 mass anti-government demonstrations.
I also work on the promotion of human rights via several campaigns, advocacies and projects to
disseminate the culture of human rights. those activities aimed at integrating and disseminating human
rights through art work, short film festivals and street murals. The last was working on the project of
digital security and digital rights project for HRDs and activists. After finalizing the first phase of the
project successfully although, most it was online due to COVID, we started to implement the second
phase of the project by holding in-person training workshops in several governorates in Iraq. In our
project, in its two phases, we tried to raise the awareness and knowledge of the activists and HRDs of
their rights online which are and should be equal to their rights offline.
