DESCRIPTION:Bridging Policy and Code: Why Service Firms Are the Keystone of
Digital Sovereignty\n\nThis keynote offers an institutionally focused loo
k at digital sovereignty\, emphasizing the often-overlooked role of FOSS-a
ligned service firms that work exclusively with governments. While FOSS ma
ndates and public code policies are gaining traction\, these ambitions oft
en falter without sustained engagement with the people and firms who actua
lly build\, adapt\, and maintain public infrastructure.\n\nWe begin by tra
cing a quiet but powerful through-line: the 2000 acquisition of Cygnus Sol
utions by Red Hat\, followed nearly two decades later by IBMs $34 billion
acquisition of Red Hat itself. These weren't just about code - they were a
cknowledgments that real value lies in firms that steward ecosystems throu
 gh sustained\, service-based relationships\, grounded in open culture\, up
stream contributions\, and shared governance. IBM recognized this\, and in
vested in the community values as much as the platform.\n\nThat same logic
now extends to the public sector. From Estonias federated architecture to
Frances Linagora\, Switzerlands Liip and Camptocamp\, and U.S.-based Civi
cActions\, governments are increasingly engaging FOSS service firm's not j
ust as vendors\, but as trusted stewards of public infrastructure. These f
irms are distinguished not only by what they build\, but by how they work
 - practicing transparency\, collaboration\, and an ethos of care for the c
ommons - and emerging trends in public procurement tied to firms that demo
nstrate stewardship.\n\nThis talk also explores how mission-aligned capita
l\, including catalytic and evergreen investors\, is emerging to support t
hese ecosystems\, enabling sustainable infrastructure without extractive e
xits.\n\nNote: The speaker intends to hold direct conversations with Liip\
, Linagora\, and Camptocamp prior to the event to ensure their perspective
s are represented with accuracy and care.\n\nIn the end\, digital sovereig
nty doesn't emerge from code alone - it grows from relationships rooted in
trust\, stewardship\, and open culture. \n\nAnd service firms are the key
 stone holding it all together.
