Inclusive Digital Competence Framework - Opportunities and challenges in assessing digital skills of people with disabilities
The United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) affirms the right of people with disabilities to a lifelong education and full participation in all aspects of life. However, this right is frequently impeded by various barriers. Ensuring the accessibility of digital content and communication is crucial for full participation in today’s society. Learners with disabilities face greater educational inequalities as they are often excluded from digital access due to cognitive, sensory, or motor impairments, a problem known as the 'digital divide.' In response to this challenge, the project "Inclusive Digital Competence Framework (DigCompINC)" aims to develop, implement, and evaluate an innovative approach to assessing and enhancing digital skills for people with disabilities. This interdisciplinary project is a joint effort between the Bern University of Applied Sciences BFH and the University of Teacher Education PHBern.
