Luc Dockendorf

Luc has worked in international relations since autumn 2003, after graduating with a Master in English and International Relations. He joined the Ministry of Foreign Affairs in 2006 and has notably been in Luxembourg's team for the UN Security Council (2013-2014) and the Human Rights Council (2022-2024). Chair at expert level of the EU's Group of friends of the Presidency on Cyber Issues in 2015 (back when that was a thing). Cyber/Digital Ambassador since March 2025.

Open-Source software's contribution to Digital Sovereignty

In times of geopolitical turmoil and technology-fuelled disruption, States - not least in the European Union - are considering their options for safeguarding their national sovereignty and security. Luxembourg's Ambassador for Cybersecurity and Digitalisation will explore the contribution that open-source software can make to strengthening national and European resilience in the digital field.
