David Manset
Dr. David Manset is a leading voice in open source, digital public goods, and emerging technologies. As Senior Coordinator of the Open Source Ecosystem Enabler (OSEE) project at the United Nations’ ITU, he leads global efforts to scale Open Source Program Offices (OSPOs), harmonize UN open source policies, and advance inclusive AI solutions for low- and middle-income countries.
A researcher and tech entrepreneur, he has founded four international companies, contributed to major EU digital health projects, and earned over 15 international innovation awards. With a background in AI, blockchain, and data privacy, he has advised the European Commission and UN agencies, and has helped shape blockchain standards.
Dr. Manset holds an HDR, a PhD in ICT, and an Executive MBA, and was named Knight of the French Order of Academic Palms in 2019 for his contributions to innovation and education.
Session
The Open Source Ecosystem Enabler (OSEE) initiative, led by ITU and UNDP with support from the European Commission, empowers governments and local ecosystems to harness open source for digital public goods and infrastructures. With pilot deployments in Kenya and Trinidad & Tobago, and a growing affiliate network spanning 25 countries, OSEE is creating the first international network of Open Source Program Offices (OSPOs). This session highlights progress, country experiences, and the roadmap toward sustainable, inclusive, and innovative digital transformation.
