Gemma Carolillo
Gemma Carolillo is Deputy Head of the Future Internet Unit at the European Commission. Here responsibilities encompass internet technologies, with a particular focus on open source policy, and internet governance, including multistakeholder dialogue, the regulatory framework for the .eu top-level domain, and issues related to internet security, resilience and openness. Previously, she contributed to several EU digital policy initiatives at the European Commission, particularly in the field of cybersecurity. Gemma holds a PhD in Business Management.

In June 2026, the European Commission released the first ever EU wide Open Source Strategy, underlining the central role of open source in achieving EU technological sovereignty – defined as its capacity to develop, control and scale the technologies underpinning its economy and society, while remaining open to cooperation. Against the backdrop of the EU Tech Sovereignty Package, Gemma Carolillo will present the Open Source Strategy and its full lifecycle approach with the ambition to grow the entire EU open source ecosystem: developing and adopting building blocks, scaling European businesses, strengthening stewardship, securing and maintaining critical software, and mobilising public administrations.
