Lynn Rosa André is a project manager at the Luxembourg AI Factory, which supports organisations of all sizes to harness the transformative potential of AI in a secure, trustworthy and sovereign way. She coordinates projects developing AI-based, mutualised solutions in the four verticals of Cybersecurity, Green Economy, Finance, and Space.

Carlos Correia brings over two decades of hands-on experience in information technology, including more than eight years at UNICC across progressively senior roles. His career spans systems administration, platform engineering, cloud infrastructure and enterprise technology, with a strong focus on building secure, resilient and interoperable digital foundations for complex international environments. He currently serves as Senior IT Officer for Digital Foundations at UNICC. He leads work across UNICC’s AI Factory, AI Gateway and Private Cloud initiatives, connecting technology strategy with product development, governance and operational delivery. His work encompasses sovereign cloud infrastructure, governed access to AI models, digital public infrastructure and open-source technologies, as well as strategic engagement with United Nations organizations, international institutions and technology partners. His approach combines hands-on technical depth with institutional leadership and a platform-oriented view of transformation. He advocates practical, vendor-neutral architectures that preserve organizational autonomy, strengthen digital sovereignty and allow AI and cloud capabilities to be adopted securely and at scale. His broader work explores how reusable technical foundations, agentic systems and open standards can support more effective collaboration and service delivery across the United Nations ecosystem.

Tima Soni joined UNICC in 2016 as Head, Information Security Services. In 2019, she was appointed as Chief, Cybersecurity Division to oversee the cybersecurity programme for UNICC and deliver cybersecurity services to UNICC’s Clients and Partner Partner Organizations. Tima oversees UNICC’s cybersecurity team of experts in New York, Valencia, Rome and Geneva for UNICC’s more than 40 subscribers to information security services. She has served as Chief Information Security Officer (CISO) for several UNICC Partner Organizations including UN Women, the Pan-American Health Organization (PAHO) and she also currently serves as the CISO for the United Nations Population Fund (UNFPA). Tima has worked to develop and implement information security programmes by delivering various information security initiatives including information security governance, risk management, security operations and security awareness as per industry best practices. Tima strongly believes in collaboration and sharing of knowledge within the UN cybersecurity community. She has spearheaded the development of many common cybersecurity solutions within the UN family. She has helped UN Agencies in responding to complex cybersecurity incidents and developed cybersecurity roadmaps for many UNICC Clients and Partner Organizations. She oversees the delivery of several UNICC cybersecurity services that include the Common Secure threat intelligence network that UNICC runs within the UN system, the Common Secure Operations Centre, cybersecurity maturity assessment, testing and incident response services as well as common UN PKI services. Previous Experience Before joining UNICC, Tima worked for the Organization for the Prohibition of Chemical Weapons (OPCW) where she worked closely with the technical teams responsible for performing inspections in more than 190 OPCW member countries providing confidentiality and information security support. Before that, she worked for IBM to develop and deliver information security services to IBM customers. Tima holds an MSc in Information Technology, MSc in Cyber Crime and Computer Forensic Investigations and a Bachelor’s of Science degree in Mathematics. Tima holds industry information security certifications CISSP, CISA, CISM, GCFA, GWAPT, ISO 27001 Lead Auditor and Implementer. Tima was part of the team that won the Nobel Peace Laureate Award in 2012 for her contribution to the OPCW's work during the Syria crisis.

Joseph Emeras is Chief Solutions & Delivery Officer at LuxProvide, where he leads the design and delivery of advanced digital solutions powered by high-performance computing, artificial intelligence, and emerging technologies. With a strong focus on turning cutting-edge innovation into tangible impact, he oversees multidisciplinary teams responsible for building, operationalizing, and scaling solutions that serve both industry and research communities across Europe. His work sits at the intersection of technology, business value, and societal impact. Joseph brings extensive experience in structuring complex delivery organizations, driving cross-functional collaboration, and ensuring that innovation translates into usable, adopted, and value-generating services. He is particularly engaged in initiatives related to AI industrialization, sovereign capabilities, and European digital ecosystems, including projects linked to supercomputing and data infrastructure. Passionate about bridging the gap between technology potential and real-world outcomes, he regularly contributes to discussions on how organizations can effectively deploy AI and advanced computing to accelerate transformation and create sustainable competitive advantage.

Dr. Emilia Tantar is Chief Artificial Intelligence Officer at the Luxembourg House of Cybersecurity and Head of the Luxembourg Cybersecurity Factory. She spearheaded the launch of Europe’s first cybersecurity data space in 2026, providing open-access cybersecurity datasets to strengthen AI innovation, threat intelligence and cyber resilience across Europe. A recognised leader in trustworthy AI, she chairs as President the Luxembourg National Standardisation Committee for Artificial Intelligence and as convenor CEN/CENELEC JTC 21 WG 2 on “Operational aspects and shapes practical frameworks for AI conformity assessment, as editor of the CEN/CLC/TR 17894:2024 Artificial Intelligence Conformity Assessment and upcoming European norm on AI conformity assessment. Since 2023, she acts as SBS representative, representing the interests of EU SMEs in AI standardisation activities at European and international level. With more than 20 years of experience across research, industry and public-interest innovation, she brings a clear mission to the Summit: make AI not only powerful, but include cybersecurity capabilities for AI systems as an accessible must for trustworthy and genuinely useful AI for society.

Founder and CEO of the Luxembourg House of Cybersecurity. Since 20 years, Pascal is involved in the main cybersecurity initiatives of the Luxembourg Government and has driven the creation of CYBERSECURITY Luxembourg, the national platform to foster and empower the Luxembourg ecosystem in the field of cybersecurity. Laureate of the Information Security Personality of the Year award in 2017, Pascal Steichen has dedicated his professional career to cybersecurity.

Pascal is involved in key communities in Luxembourg and Europe. Member of the Luxembourg Cybersecurity Board, lecturer in Information Security at the University of Luxembourg, member of Women4Cyber Luxembourg, and involved in the curricular board of the BTS cybersecurity of Lycée Guillaume Kroll.

At an international level, Pascal was involved in the founding of ECSO, was part of the 2021 judging panel of the IFSEC Global Influencers in Security and Fire Award, and in 2022, he was elected as the first chairman of the ECCC (European Cybersecurity Competence Centre)
