Supporting the Global Tech Sector in Building a Human Rights Safeguarding Online Counterterrorism Approach
11-17, 10:35–10:50 (Asia/Beirut), Spaceship 001

Tech companies are increasingly being asked to act against terrorist and violent extremist use of the internet, including via legal requirements to remove illegal or harmful content. Whilst it is necessary for the global tech sector to act against terrorist abuse, we cannot ignore that online counterterrorism efforts can have a significant impact on digital rights. In our Lightning Talk, we will shed light on how online counterterrorism efforts can be conducted in all transparency and accountability, and on how tech companies and the society at large can promote a human-right by design approach to online counterterrorism.

During this 15 min Lighting Talk, Tech Against Terrorism will give a state of play on the potential impact of online counterterrorism efforts on human rights, and will outline how platforms can safeguard human rights by taking a human-right by design approach to moderation and counterterrorism.

We will also provide an introduction into the Policy Response and Advisory work of Tech Against Terrorism, and how we support tech companies in strengthening their counterterrorism approach in a transparency and right-safeguarding manner. We will develop on our mentorship programme for smaller and newer tech companies, and how we support tech companies’ commitment to safeguard human rights when engaging in online moderation.

We will highlight how we advocate for a global approach to counterterrorism that is consistent, yet fully accounting for the political and social specificities of local markets. We will also give an overview of how online regulation globally risk impacting digital rights, introducing Tech Against Terrorism regulatory guidelines for more thoughtful global online regulation by policymakers. This session will be presented by Isabelle Arnson, Policy Analyst at Tech Against Terrorism.
