Governing social inclusion of the Dutch urban cycling infrastructure through design

This research explores the role of the design of Dutch urban cycling infrastructure in supporting social inclusion for people with physical and cognitive disabilities. While the Netherlands is recognized for its high-quality cycling systems globally, evidence shows that not all users benefit equally. Wide ranging cycling speeds, complex traffic environments and physical design elements often create physical and psychological discomfort for more vulnerable cyclists. As a result, some people may experience feelings of stress and a sense of rejection from public space, often leading them to dropping cycling altogether.

Focusing on the city of Utrecht as a study area, one of the largest cities in the Netherlands with a very prominent cycling culture, this research explores the role of cycling infrastructure design in shaping inclusive mobility. The methodology included interviews with experts from organizations relevant to cycling, infrastructure design and inclusivity and with practitioners: people with physical and/or cognitive disabilities. Other data were derived from field observations of Utrecht’s cycling infrastructure, and policy documents. The data gathering and analysis was informed by theories and perspectives of Design that influences Social Practices (DiSP) and inclusive design theory, emphasizing the role of the built environment in enabling or constraining behavior.

The study findings identify which elements of cycling infrastructure design in Utrecht cause unequal inclusion concerns among people with disabilities, along with the kinds of design interventions to better accommodate diverse users. By reframing cycling infrastructure beyond productivity and efficiency, this research contributes to the broader mobility discourse by highlighting the importance of user experience, safety and accessibility. It emphasizes the significance of more inclusive design approaches that prioritize diverse needs, ultimately supporting just urban mobility systems.
