Different talks have during the day touched or had as a main topic digital sovereignity. It has always been an important issue for a country like Switzerland, but becomes more and more important and urgent. Even if the basic tetent is accepted. The way to go about it especially in the very complex situation with supply chains, international collaboration, the general complexity of todays societies is very much open to discuss. With the panelists that span very different view points and have different backgrounds we hope to explore some aspects of balancing how to proceed.
Clarisse Schröder will lead the different panelists through some elements that were discussed in the public administration track and also in the introductory key note from Henry Poole before the panel discussion.
Frank Karlitschek is a long time open source contributor and former board member of the KDE e.V. He founded Nextcloud in 2016 to create a fully open source and decentralized alternative to big centralized cloud companies. Frank was an invited expert at the W3C to help to create the ActivityPub standard. Frank has spoken at MIT, CERN, Harvard and ETH and keynoted LinuxCon, Latinoware, FOSSASIA, Campus Party and many other conferences. Frank is the founder and CEO of Nextcloud GmbH. He is also a fellow of Open Forum Europe and an advisor to the United Nations regarding Open Source. Frank won the European SFS Free Software Award 2023 and the Acteurs du Libre European Award 2023.
Tobias Brunner (alias tobru) ist Produktmanager und Partner bei VSHN (ausgesprochen ˈvɪʒn wie „Vision“), dem führenden DevOps-, Kubernetes-, OpenShift- und 24/7-Cloud-Betriebspartner der Schweiz. In seiner Rolle ist Tobias verantwortlich für die kontinuierliche Innovation, die Entwicklung neuer Produkte und Dienstleistungen und die Bereitstellung neuer Technologien für unsere Kunden und Partner. Mit mehr als 25 Jahren Erfahrung in der IT verfügt Tobias über ein enormes Wissen und Know-how, um grosse Projekte erfolgreich durchzuführen. Er ist ein häufiger Sprecher bei lokalen Meetups und verschiedenen Konferenzen im Bereich Cloud Native.
Henry Poole is the CEO of CivicActions, a company dedicated to building open and user-centered digital services for government. He also serves as a board member of the Free Software Foundation (FSF), advocating for software freedom and ethical technology. Notably, Henry published the original Affero General Public License (AGPLv1) in 2002. With a career focused on leveraging free software principles for public good, Henry brings a deep understanding of how collaborative, transparent, and community-driven approaches are essential for creating resilient and sustainable digital infrastructure. His work aligns directly with the "Mycelium" philosophy, championing systems that nourish ecosystems, foster interdependence, and prioritize long-term stewardship over extractive models.

Clarisse ist Beraterin bei der APP Unternehmensberatung AG. Als Public IT Consultant war sie an der Digitalisierung der öffentlichen Verwaltung in der Romandie, in Hamburg, in Nordrhein-Westfalen und in der Deutschschweiz beteiligt. Als Civic Tech Sister ist Clarisse Mitglied eines internationalen Netzwerkes für offene, diverse und nachhaltige Digitalisierung. Clarisse war von 2020-2025 im Vorstand des gemeinnützigen Vereins Offene Kommunen.NRW Institut e.V., wo sie sich weiterhin engagiert. Clarisse hat Technologiebeschaffung in Bern, ICT-Management in Lausanne und Angewandte Theaterwissenschaft in Giessen studiert.
