Gina Plat was the Interim Lead of the Open Source Program Office (OSPO) for the Dutch Ministry of Interior and Kingdom Relations (BZK). She recently joined the open source industry as Head of GovTech at OpenProject, where she helps governments become more digitally sovereign. With a background in IT management and open source policy, Gina has firsthand experience with public sector challenges of procurement, policy, and governance around open source alternatives. Gina advocates for collaboration between governments, the private sector and open source communities.
Research fellow at IDHEAP, Founder of SOTRAI (Source of Trust in AI), President of AD-IDHEAP, Board member of GirlsCanCode. Dr. Jacqueline Kucera is a specialist in Data Management, Data Science, and AI, with a significant background in data analysis at the Swiss Federal Statistical Office and the Federal Social Insurance Office. Previously, she led the Parliamentary Library, Research & Data services at the Swiss Federal Assembly, where she was responsible for strategic AI initiatives in a highly sensitive public-sector environment. Her work focuses on trustworthy AI systems, sovereign governance architectures, human agency and new ways of working in AI-augmented organisations.
Matthias Stürmer is Professor at Bern University of Applied Sciences (BFH), Head of the Institute for Public Sector Transformation at the BFH Business School and Head of the Research Center for Digital Sustainability at University of Bern. As lecturer ("Privatdozent") he is teaching, researching and consulting on digital sustainability, open source software, open data, open government, ICT procurement and natural language processing (NLP).

Jutta Horstmann is an entrepreneur, visionary leader, and advocate for digital sovereignty, sustainability, and Open Source Software.
She founded advisOSS | Open Source Strategy Advisors and acts as their Chief Open Source Strategist.
She is also speaker of the Public Affairs Working Group of OSBA (Open Source Business Alliance), member of the advisory board of APELL and of Digital Independence Day, member of the digital council of the state of Thuringia and supervisory board member of Wechange.
Before, she led Heinlein Group as their Co-CEO, driving Open Source solutions in the public and private sector and fostering digital sovereignty.
As CEO of ZenDiS GmbH, Germany's Center for Digital Sovereignty, Jutta lead efforts to empower public institutions in Germany to achieve digital independence through innovative open-source solutions.
With over 25 years of experience in the IT sector, she has successfully scaled organizations and driven transformative change, most notably during her tenure as COO and CTO at eyeo GmbH, where she oversaw the company's growth and technological innovation.
Jutta is a frequent speaker at international conferences, sharing insights on leadership, digital transformation, and the future of Open Source technologies.
