Jutta Horstmann

Jutta Horstmann is an entrepreneur, visionary leader, and advocate for digital sovereignty, sustainability, and Open Source Software.

She founded advisOSS | Open Source Strategy Advisors and acts as their Chief Open Source Strategist.

She is also speaker of the Public Affairs Working Group of OSBA (Open Source Business Alliance), member of the advisory board of APELL and of Digital Independence Day, member of the digital council of the state of Thuringia and supervisory board member of Wechange.

Before, she led Heinlein Group as their Co-CEO, driving Open Source solutions in the public and private sector and fostering digital sovereignty.
As CEO of ZenDiS GmbH, Germany's Center for Digital Sovereignty, Jutta lead efforts to empower public institutions in Germany to achieve digital independence through innovative open-source solutions.

With over 25 years of experience in the IT sector, she has successfully scaled organizations and driven transformative change, most notably during her tenure as COO and CTO at eyeo GmbH, where she oversaw the company's growth and technological innovation.

Jutta is a frequent speaker at international conferences, sharing insights on leadership, digital transformation, and the future of Open Source technologies.

Let’s talk about stacks, baby – Wie Open Source ist der Deutschland-Stack im Jahr 2026?

Der Deutschland-Stack ist aktuell das größte digitale Vorhaben der Bundesregierung zur Schaffung einer souveränen, interoperablen und europäisch anschlussfähigen Infrastruktur für Bund, Länder und Kommunen. Doch wie offen und souverän ist der Stack wirklich? Dieser Vortrag analysiert den aktuellen Stand des Deutschland-Stacks – mit besonderem Fokus auf Open Source, offenen Standards und Schnittstellen. Wir betrachten dabei auch einige der konkreten Komponenten des Stacks, z.B.

• Die EUDI-Wallet („d-you“) als zentraler Baustein für digitale Identität, deren Implementierung bis Ende 2026 verbindlich umgesetzt werden muss und die als Open-Source-Lösung entwickelt wird.

• Spark, die agentische KI-Plattform zur Beschleunigung von Planungs- und Genehmigungsverfahren, die als Open-Source-Software (OSS) für die breite Nachnutzung bereitgestellt wird.
