Digital sovereignty is often reduced to one question: “Where is the data stored?” But real digital autonomy goes much further. The European Commission’s new Cloud Sovereignty Framework evaluates cloud providers across eight dimensions: strategic, legal, data and AI, operational, supply chain, technology, security and compliance, and environmental sustainability.
This talk translates that framework into a practical checklist for Swiss organizations, public institutions, NGOs, and open source communities. We will look at why sovereignty is not just a compliance topic, but a question of long-term digital sustainability: Can we understand, operate, migrate, audit, and improve the systems we depend on? And how do open source, open standards, transparent supply chains, and local operational competence help us avoid lock-in while staying innovative?
