الجهود المبذولة للدعوة إلى التعاون لإنهاء قطع الإنترنت أثناء الامتحانات - Collaborative Advocacy Efforts to end the Practice of Internet Shutdowns during Exams

Participants will learn about the findings of a new research conducted by SMEX with Internet Society’s support on the impacts of internet shutdowns during exams on the open internet, the economy and society in the Arab region. They will also come together to contribute ideas and strategies to end the practice of internet shutdowns with the purpose of continuing these efforts to launch a collaborative campaign in 2023.


We will first kick off the session by sharing findings from a new research report conducted by SMEX with Internet Society’s support on the impacts of internet shutdowns during exams on the open internet, the economy, and society in the Arab region, with a focus on Algeria, Jordan, Sudan, and Syria. We will then move to a participatory discussion of tactics and strategies that we can use across the region to campaign against this harmful practice. This will include tactics that other groups participating in the session deployed and whether they worked or not, lessons learned from previous campaigns and advocacy efforts, and how we can organize better campaigns in the future. We will then follow up with a conversation on how different groups can work together prior to the exams period in the region to campaign against this harmful practice in addition to next steps to move forward with this campaign.

ننتقل تالياً إلى مناقشة تشاركيّة حول الاستراتيجيات التي يمكن استخدامها في جميع أنحاء المنطقة لمواجهة هذه الممارسات الضارة، منها ما نشرته المجموعات المشاركة في الدورة، فضلاً عن مخرجات الحملات السابقة وجهود المناصرة وكيفية تنظيم حملات أفضل في المستقبل.
تُختتم الجلسة بحوار مفتوح حول سُبل التعاون المتاحة قبيل فترات الامتحانات لمواجهة هذه الظاهرة، بالإضافة إلى الخطوات المستقبليّة للمضي قدمًا في هذه الحملة.

Afef is a researcher, writer, and consultant working at the intersection of technology and human rights, with nearly ten years of work experience in the non-profit sector. She currently works as a Research Lead at SMEX. Previously, she worked as an editor for Global Voices' Advox project, which covers the intersection of technology and human rights in the Global South, and Ranking Digital Rights, a non-profit research initiative that sets human rights-based standards for companies in the ICT sector. Afef holds a media studies MA (New Media and Digital Culture track) from the University of Amsterdam.

Hanna works with the Internet community in the Middle East and North Africa following a long journey of active promotion of the Internet and digital rights at the regional and international levels with experience in training designing and delivering for over 15 years in regions from Asia to North America, with a special focus on the Middle East.

Hanna is driven by a belief in the need of a usable, meaningful, and open Internet as a tool for social change towards a universe of people with equal opportunities to all. This belief led him through years of working and participating in multiple Internet forums and to take part in projects to enhance Internet access, including establishing Palestine Internet Exchange Point.
