Facial Recognition Technology and the Spectre of Police Bias in India

Facial recognition technology has been touted as the solution to crime in India with massive amounts of expenditure being incurred to procure this technology by State Police departments as well as the National Crime Records Bureau in India. However, is this technology capable of solving the historical issue of bias in policing? Experts have repeatedly cautioned against buying into the myth that Artificial Intelligence is free of bias. Research has shown that contrary to the opinion that Facial Recognition Technology will help in policing, due to its inaccuracies and inherent biases, it will lead to further discrimination against marginalised communities. This is especially so for those communities that have been historically over-policed and discriminated against.


What is the goal and/or outcome of your session?:

The goal of our session is to create awareness around the issue of AI technologies magnifying existing biases in policing especially in countries where they have not been developed or have been exported to as a result of which there is a marked decrease in their accuracy.

Why did you choose that space? How does your session align with the space description?:

The space “Decolonised AI Futures” wants to give a voice to people who have been racialized as ‘ethnic minorities’ and have largely been kept apart from the development and implementation of AI, treating Western perspectives as objective universal truths. Through our session, we want to highlight how the use of AI for policing is affecting those who have been targeted by the Police historically.

How will you deal with varying numbers of participants in your session? What if 30 participants attend? What if there are 3?:

To accommodate variation in participant size, we will ensure that our session is a mix of conversation between the panelists themselves as well as audience participation. This will allow us to ensure that all those who turn up are able to take away a meaningful experience from the session.

What happens after MozFest? We're hoping that many efforts and discussions will continue after MozFest. Share any ideas you already have for how to continue the work from your session.:

IFF’s Project Panoptic aims to bring transparency and accountability to the relevant government stakeholders involved in the deployment and implementation of facial recognition technology (FRT) projects in India. Through this project, our goal is to raise public awareness around the issues with the use of this technology. The MozFest session will inform our work in Project Panoptic and allow us to integrate the insights of various stakeholders into our work.
